次回第12回国連課題研究会は、「未来のための約束」（2024年国連未サミット成果文書）のうち第III.章「科学・技術・イノベーション、そしてデジタル協力」をテーマにしたオンラインセミナーを行います。
同セミナーでは、国連大学学長のチリツィ・マルワラ氏から基調報告をいただき、その論点につき、講評および討議を行う予定です。

- オンラインセミナーの趣旨・目的
いくつかの論点
(1) 議論の範囲
未来のための約束は、私たちが今、壊滅的かつ存亡に関わるリスクの高まりを伴う地球規模の大きな変革期にあることを認識しています。科学技術とイノベーションはこのプロセスの一環です。したがって、このオンラインセミナーでは、非軍事分野における持続可能な開発のためのグローバル・デジタル・コンパクトだけでなく、国際の平和と安全保障についても議論することが期待されます。
また、社会不安や安全保障上の脅威を加速させ原因である、国内および国家間のデジタル格差や不平等を是性するために、安全で安心なデジタル技術の重要性についても留意する必要があります。
(2) 議論すべき主要な論点
参加者は、とりわけ以下の点について議論することが望ましいと考えられます。
l 持続可能な開発、平和と安全、人権という国連の活動の3つの柱すべてにわたる、地球規模の変革という全体的な文脈において、どのように科学技術イノベーション（STI）とデジタル協力を位置づけるか？
l 国際の平和と安全に対するリスク
- 自律型致死兵器システムなどの新興技術の悪用による潜在的リスク。
- デジタルプラットフォームを通じて拡散される偽情報、誤報、ヘイトスピーチ、危害を扇動するコンテンツがもたらすリスク。
- 新興デジタル技術および金融商品のテロ目的への悪用による脅威。
l デジタル技術およびAI技術に関する最近の公共の経験を踏まえた、グローバル・デジタル・コンパクト及びユネスコ人工知能倫理に関する勧告の妥当性：
- SDGsを支援する新興技術およびオープンソース技術の開発と利用に対する障害
- 不十分なインターネット・ガバナンス、民主的なプロセスやデータのプライバシーとセキュリティに影響を与える情報の不完全性、違法サイトへの広告料獲得を目的としたアテンション・エコノミー（注意力経済）に染まった電子商取引の成長、そして相互運用可能なデータ・ガバナンスの欠如。
- 人工知能（AI）の国際ガバナンスにおける欠陥。
- 「幅広い傾聴」（ブロードリスニング、AIによる世論の可視化と政策への反映）、そして「プロ・ソーシャルメディア」（社会に有用なメディア）を通じた社会の民主的ガバナンスの必須条件の確保。
l 2024年12月以降開始されたグローバルコンパクトへの市民社会の賛同の取付け（コンパクト第66条）の推進：国際機関、地域機関、民間セクター、学界、技術コミュニティ、市民社会団体等すべてのステークホルダーの同意、および地方自治体による条例制定等。
- Aims and objectives of the online seminar
Issues that may be addressed
(1) Scope of discussion
The Pact for the Future recognizes that we are at a time of profound global transformation fraught with rising catastrophic and existential risks. Science, technology and innovation are part of that process. Therefore, this online seminar is expected to address not only the Global Digital Compact for sustainable development in the non-military domain, but also international peace and security.
Participants may also wish to bear in mind the importance of safe and secure digital technologies to avert digital divides as well as inequalities within and between countries that accelerate social unrest and security threat.
(２) Some salient issues for discussion
Participants may wish to address, inter alia, the following issues:
l Positioning of the Science, Technology and Innovation and Digital Cooperation in the overall context of global transformation, across all three pillars of the work of the United Nations– sustainable development, peace and security, and human rights.
l Risks to international peace and security
- Potential risks of misuse of new and emerging technologies such as lethal autonomous weapons systems.
- Risks posed by disinformation, misinformation, hate speech and content inciting harm, disseminated through digital platforms.
-Threat posed by the misuse of emerging digital technologies and financial instruments, for terrorist purposes.
l Relevance of the Global Digital Compact as well as Recommendation on the Ethics of Artificial Intelligence of UNESCO in the light of current public experience with digital and AI technologies such as:
- Obstacles to the development and use of emerging and open-source technologies supportive of SDGs
- Inadequate internet governance, low information integrity affecting democratic processes and data privacy and security, inordinate growth in e-commerce imbued with attention economy in search of advertising fees on illegal sites as well as lack of interoperable data governance.
- Lacuna in international governance of artificial intelligence; and
- Sine qua non for democratic governance of society through “broad listening,” with AI to visualize public opinion and reflect it in public policy, and “pro social media” (media that is useful to society).
l Endorsement of the Compact from December 2024 by all stakeholders such as international and regional organizations, the private sector, academia, the technical community and civil society groups and by local government through ordinances (Para.66 of the Compact).

チリツィ・マルワラ 国際連合大学学長 国際連合事務次長
チリツィ・マルワラ2023年3月1日に国連大学学長に就任。
2023年3月1日に国連大学学長に就任する以前、マルワラ教授は2018年1月から2023年2月まで、ヨハネスブルグ大学（南アフリカ）において、副学長兼校長を務めました。マルワラ教授は過去に同大学の研究・国際化担当副学長補佐（2013-2017年）と工学・構築環境学部長（2009-2013年）を務めました。
2003年から2008年にかけ、マルワラ教授はウィットウォーターズランド大学（南アフリカ）で准教授、後に教授を務めました。
教授が従事してきた研究は学際的な性格が強く、AIの理論や、工学、社会科学、経済、政治、金融そして医療へのAIの応用が含まれます。さまざまな世界レベルや国家レベルの政策団体に参加し、ユネスコ、ユニセフ、WHOやWIPOなどの国連機関とも協力してきました。2023年8月より、国際連合事務総長が新設した科学諮問委員会のメンバーを務めています。
マルワラ教授はケンブリッジ大学（英国）で博士号を取得しました。

Prior to taking up the role of UNU Rector on 1 March 2023, Prof. Tshilidzi Marwala served as Vice-Chancellor and Principal of the University of Johannesburg (South Africa) from January 2018 through February 2023. He had previously served as that university’s Deputy Vice-Chancellor for Research and Internationalization (2013–2017) and Executive Dean of the Faculty of Engineering and the Built Environment (2009–2013).
From 2003–2008, Prof. Marwala progressively held the positions of Associate Professor and Full Professor at the University of the Witwatersrand (South Africa).
His research has been multi-disciplinary, involving the theory and applications of artificial intelligence to engineering, social science, economics, politics, finance, and medicine. He has served on a variety of global and national policymaking bodies, and has worked with such United Nations entities as UNESCO, UNICEF, WHO and WIPO. He holds a PhD degree from the University of Cambridge (UK), (USA).
Prof. Marwala is, inter alia, a member of the UN Secretary-General’s Scientific Advisory Board.

蟹江 憲史(かにえ のりちか) 慶応義塾大学大学院政策・メディア研究科教授
2023年地球規模持続可能な開発報告書に関する国連15独立科学者グループのメンバー(2019年６月~).
蟹江憲史氏は、慶応義塾に着任する以前は、東京工業大学および北九州市立大学で終身在職権を持つ職員を歴任し、欧州委員会のマリー・キュリー国際フェロー、パリ政治学院客員教授（2009～2010年）を務めました。グローバル・コモンズ・アライアンス地球委員会（https://earthcommission.org/）地球委員、日本政府SDGs推進本部SDGs推進円卓会議、内閣府地方自治体SDGs推進評価・研究会など、様々な委員会や運営委員会に所属しています。SDGs策定プロセスにおいては、環境省の支援を受け、100名規模の研究者が参加し、SDGs交渉プロセスへのインプット提供を行った大規模な学際プロジェクト「2015年以降の持続可能性変革プロジェクト（POST2015）」のプロジェクトリーダーを務めました。近著に『目標を通じた統治：持続可能な開発目標をガバナンス・イノベーションとして』（2017年、MITプレス、フランク・ビアマンとの共編）、『SDGs（持続可能な開発目標）』（2020年、中央公論新社）など。2001年、慶応義塾大学にて政策・メディア博士号取得。
Dr. Norichika Kanie
Professor at the Graduate School of Media and Governance, Keio University.
Member of United Nations Fifteen Independent Group of Scientists on 2023 Global Sustainable Development Report (June 2019~).
Before joining Keio, he had tenure positions at Tokyo Institute of Technology and The University of Kitakyushu and was a Marie Curie Incoming International Fellow of the European Commission and Visiting Professor at SciencesPo, Paris (2009-2010). He serves various committees and steering groups, including: Earth Commissioner, Earth Commission of Global Commons Alliance (https://earthcommission.org/); SDGs Promotion Round-Table in the SDGs Promotion Headquarters, the Government of Japan; Local Government SDGs Promotion Evaluation and Study Group, Cabinet Office, Government of Japan. In the process making the SDGs, he was the project leader of the “Project on Sustainability Transformation beyond 2015 (POST2015)”, a large transdisciplinary project involving a hundred of researchers to provide inputs into the SDGs negotiation process, supported by the Ministry of the Environment, Japan. His recent publications include, “Governing through Goals: Sustainable Development Goals as Governance Innovation” (2017, MIT Press, co-edited with Frank Biermann), “SDGs (Sustainable Development Goals)” (2020, Chuo Koron Shinsho (in Japanese)).
